Cost behaviour: relevant range and flexible budgeting
Cost behaviour is a relationship defined by decision, horizon, driver and range. Separate fixed, variable and steps, restate budget to actual activity, then compare invoice with the flexible baseline. Do not confuse direct with variable, extend a model into shutdown or a new shift, or bury unused capacity and unallocated fixed overhead in unit cost.
